START, Consortium for the Study of Terrorism and Response to Terrorism

This research project, which reflects the interests of the Human Factors/Behavioral Sciences Divisions (HFD) of the Science and Technology Directorate with the Department of Homeland Security, aims to examine the dynamics of the American public?s attitudes and beliefs about terrorism and counterterrorism. The project will collect systematic survey data from a representative sample of Americans in response to a range of newly developed survey questions through a partnership with the well-established General Social Survey (GSS) in two successive waves of the survey, 2010 and 2012. The supplemental GSS module will be made up of new questions to be developed by a team of highly respected survey methodologists, following consultations with a research team of experts who study the dynamics of terrorism, counterterrorism, and community resilience, as well as with practitioners and officials from throughout the homeland security community charged with developing policy-relevant programs and tools.
This project will be a unique contribution to science and technology efforts related to homeland security. It will capitalize on expertise across a range of domains to develop a survey instrument designed to provide new and needed insights about the U.S. public as it related to topics at the core of the homeland security mission.
