The Programme for the International Assessment of Adult Competencies (PIAAC)

Developed by the Organization for Economic Cooperation and Development (OECD), PIAAC is a cyclical large-scale multinational survey that measures adults' proficiency in literacy, numeracy and problem solving skills. At the invitation of OECD, SRC IU contributed to two journal articles for a special issue of Quality Assurance in Education and participated in a subsequent workshop held at OECD headquarters in Paris in May 2017. The first article examines current advances in survey interviewer monitoring and makes recommendations on minimizing the effect of interviewers on survey results in multinational surveys like PIAAC. The second, presents a Total Survey Error (TSE) framework tailored with examples of potential contributions to error for PIAAC and ways to address them through effective quality assurance (QA) and quality control (QC) approaches.
