This study will replicate methods used to study the effect of Florida?s third-grade retention policy to identify the effect of North Carolina?s Read to Achieve retention policy, focusing in particular on EL?s. In doing so, this study will allow usAdditionally, the project will build an understanding of the contextual and policy-level factors that interact with this policy by examining how results differ for different districts with different approaches to literacy and EL instruction.
